Today’s Prime Choice on/off the Web™ is the Internet Public Library (IPL)
The Internet Public Library (IPL) is a non-profit, largely student-run website at Drexel University. Visitors can ask a reference question. Volunteer librarians and graduate students in library and information science form collections and answer questions. The IPL opened on March 17, 1995.
The IPL was founded at the University of Michigan’s School of Information. Michigan SI students almost exclusively generated its content. They also managed the Ask a Question reference service.
Since January 1, 2007 it is being run by the "IPL Consortium", a group of 15 colleges still including the University of Michigan, and is being hosted by Drexel University's College of Information Science and Technology.

This website is a response to the lots of useless garbage reference material that was plaguing the net and hopes of bringing real reference/library where all can use. I believe they have done a good job.
IPL was started in March 17, 1995 and UNC Chapel Hill had a major part in its conception. As always if there is anything going on majorally in the education, UNC - Chapel Hill or Duke is involved.
They not only have a Reference section http://www.ipl.org/div/subject/browse/ref00.00.00 but also like any other brick and mortal library they have a reading area http://www.ipl.org/div/reading/ with some now public domain books. And online newspapers http://www.ipl.org/div/news/ from across the nation and world. IPL has e-zines (online Magazines) http://www.ipl.org/div/serials
They also have a cool kids http://www.ipl.org/div/kidspace/ and Teens area http://www.ipl.org/div/teen/ that the under 18 are sure to love.
